&lt;p&gt;Your point that the highest ratings sit with the smallest bases, while the fresh enterprise evidence sits with TCS, is the fair read here. Rather than boutique versus giant, I would frame it as which risk your PMO can actually control. The boutique risk is staffing depth at ten times their median size, which a capacity and key-personnel clause can manage; the giant risk is drawing a stretched team off a strong average, which named-team and continuity clauses can manage. Both are governable, so the bet is less about the star rating and more about which of those two clauses your organization is better set up to enforce.&lt;/p&gt;
