I’d test a genuinely new service type end to end, from raw usage ingestion through deduplication, rating, and the final bill. That would show whether launching it is mostly configuration or whether every new metering model creates another engineering project.&lt;/p&gt;

&lt;p&gt;Upstream of rating, the thing that decides accuracy is mediation: whether usage records arrive complete, deduplicated and on time. A perfect rating engine fed late or duplicated records still bills wrongly, and that&#39;s often where new service types first go astray. Worth scoping the mediation work separately rather than folding it into the billing project.&lt;/p&gt;
