Digging through the Fleet Management Consulting category on G2, the post&#39;s checklist approach is the right instinct given how thin published-timeline information is here, and the strongest signal in it is really about data custody, whether the consultant already holds your fleet data, structurally determines kickoff speed more than anything about the firm&#39;s process or expertise. 
That&#39;s worth separating from procurement friction specifically, since an RFP requirement is an internal buying-process delay that has nothing to do with how fast the consulting firm itself could actually start, and conflating the two risks, blaming a firm for a delay that&#39;s really coming from your own procurement team. Assessment-first engagements starting faster than strategy-first ones make sense structurally too; an assessment just needs access to existing data while a strategy engagement usually needs stakeholder alignment before real work can begin. For anyone who has actually run one of these engagements, the first-conversation-to-first-deliverable timeline the post is asking about is probably the cleanest way to compare firms, since it strips out both procurement noise and vendor-specific data advantages.
