&lt;p&gt;For high-risk permits, the real benchmark is whether the entire control-of-work chain stays digital: request, risk assessment, isolation, approval, issue, suspension, handback, and closeout. I’d also test offline/mobile use and permit handover at shift changes, because that’s where paper tends to creep back in even after a “digital” rollout.&lt;/p&gt;
