For a mixed portfolio, the non-SAP applications get assessed by inference rather than directly, which is a real limit on the &quot;complete&quot; part of your question. That&#39;s worth separating from the assessment-versus-governance point you raised, since even setting the governance features aside, the coverage question decides whether it fits your estate at all. Mixed shops usually pair it with a broader scanner.
