&lt;p&gt;Worth splitting the two problems in the title, because they&#39;re not equally hard. Seasonal variation is the solved half; weather normalization is decades-old methodology and most serious platforms handle it. Occupancy is the unsolved half, since a building&#39;s usage pattern no longer follows a predictable schedule in a hybrid-work world, and a baseline that assumes it does will flag phantom anomalies every quiet Friday. So the question that actually sorts this category: what occupancy signal, if any, feeds the model, like badge data, room bookings, or network presence. A platform with no occupancy input is normalizing against a building that no longer exists.&lt;/p&gt;
