If you are a total newbie to programming, the best step would be to pick a language, preferably from C++ or Java, and get started here(https://www.hackerearth.com/practice-onboarding/).
Once you have a hang of it, you could go to Codemonk (https://www.hackerearth.com/practice/codemonk/) and start solving questions topicwise.
HackerEarth offers periodic challenges every month, and that would be a sure shot way to program in a time constrained environment.
