Install Virtual Box on virtual box site.
after installation click on #New option
then get a name what types of os you want to install like Centos
then choose image like ubuntu Centos
then select image types
then storage choose in gb and there are two options like virtual or fixed storage
the select ram
in console show you m/c then click on your machine and start
then select some configuration and get some password for root and local user and being installation.

Yes, you get a static IP per instance you spin up. You will only lose the IP once the VPS is deleted. You can purchase a static IP so you keep the IP even after a instance is deleted.
Summary - The VPS always has the same IP, but if you want the IP to persist once the VPS is deleted, you have to pay extra for that.
