Didn't realize this was product specific - so feel free to ignore as needed.
"a portal" is a pretty generic requirement - something as simple as a "contact us" form might be considered a portal. AND I suggest you start this way. Get a contact us form started.
Then grow from there (hour 2).
Next add a new form for "requests" so starting with the most basic, common or money saving request.
And continue to iterate from there.
Once your portal reaches a point you are proud of, start sharing it with your customers. Have support promote it. Advertise it!
