Twiki is really good tool for documentation. It provides lots of flexibility to user.

It has many features which users can use while developing low level design for any application.

TWiki is a PERL based content management system, quite effective, lightweight and easy to use.

It was simple and easy to use, and You can install own version of your TWiki in your organization, It also has various plugin supports and and can be integrated with other software's like LDAP etc.
