TerritoScope is a software platform for French municipalities that combines regulatory compliance and public funding. A compliance module lists the legal obligations applicable to a municipality according to its INSEE population bracket, tracks every statutory deadline and states the legal consequence of missing it. A funding module identifies and quantifies the national, regional, departmental and European grants a project can obtain, applying the cumulation and ceiling rules of the French local government code, and cites real projects funded in the same department. A document module produces the deliberation, the explanatory note and the full application file in PDF and Word. A budget module analyses local finances. An AI assistant named Téo answers questions using figures computed by the rules engine, not generated text. Data comes from official public sources and is hosted in the European Union under GDPR.
