3D Slicer is the only tool which is able to decode DICOM RT Structure set, and convert them into 3D models itself. This software act as a bridge for working with medical images and creating a 3D model using those images. I personally used the software to create a base model of prosthetic talus replacement for a patient. It also includes variety of features with RT Slicer add on, which can be used for experimenting radiotherapy treatment plans, Deformable image registration techniques and so on.
