Penko is a French AI-powered proposal writing software for public tenders in the construction industry (RFP response software). It helps construction companies, architects, project managers and engineering firms write the technical proposal ("mémoire technique") required in French public procurement bids.
Penko first analyzes all the tender documents and produces a bid/no-bid summary: lots, award criteria, constraints, deadlines and risks, each linked to the exact source passage in the original PDF.
It then writes a technical proposal specific to each tender and each company, based on the tender documents and the company's own content (past proposals, staff and equipment, project references, photos). It suggests differentiation angles, follows the response structure imposed by the buyer, and exports a fully formatted Word document ready to submit. It also compiles the product data sheets required by the specifications into a single PDF.
