It monitors online vape retailers and local store signals in real time, cross-references products against state ENDS directories and FDA authorization data, and turns the results into ranked inspection targets, field-ready briefs, captured evidence, and warning-letter follow-up — with an entity record that tracks what has been flagged, inspected, and resolved. Decree was founded by Scott Rasak, who spent 15 years in vape retail and distribution, and built the platform for the enforcement problem he watched from the other side of the counter: small teams, thousands of sellers, and enforcement that degrades into whack-a-mole. Decree is built for state attorneys general, tax and revenue departments, and tobacco enforcement units.
