Using Bootstrap will save you a ton of time because of it's pre-built classes, so there's very little, if any css needed.

Having referenced this CDN on several projects of varying size, I have no issues with recommending this product. Downtime and outages are minimal. I've found almost very version of the bootstrap products are available.
