Backdrop CMS offers quality to everyone
If you're looking for a free solution, you'd be hard-pressed to beat Backdrop. There's a huge variety of open-source modules to choose from and you can definitely customize your site and add on most of the tools/resources you need, even when they're not available in core. It's a great way to get started and I appreciate their mission of creating something simpler and easier to learn than Drupal.
