ContractorPass is a compliance management platform built specifically for contractors operating in the Emirate of Dubai under Law No. 7 of 2025, which regulates all contracting activities in Dubai from 8 January 2026.
The platform helps contractors track and maintain the operational compliance obligations imposed by the law, including Dubai Municipality (DM) contractor registration, classification tier, Professional Competency Certificates (PCCs) for technical staff, subcontractor prior approvals under Article 17, and the 10-year document retention requirement under Article 15.17.

Core capabilities
DM registration and classification tracking. The platform stores the contractor's current DM classification (tier and category), trade licence details, and register status, with alerts before renewal deadlines.
Professional Competency Certificate management. Each technical staff member's PCC is tracked with expiry dates. Automated alerts fire 30, 60, and 90 days before expiry so contractors avoid the individual-level penalties imposed under Article 22(c)(5) for employing technical staff without valid PCCs.
Subcontractor approval management. Under Article 15.12 and Article 17, contractors must obtain prior approval before engaging subcontractors and are responsible for supervising them. ContractorPass tracks the approval status of each subcontractor, the works assigned, and the supervising staff.
10-year document retention. Article 15.17 of Law No. 7 requires contractors to retain project documents for 10 years from the Completion Certificate date. ContractorPass provides structured document storage with retention timers and audit-trail tracking so contractors can produce evidence during DM inspections.
