SPLITGLASS publishes the open public tenders of the official Moroccan portal, each line linking to the official notice, and gives bidders three free tools: a reference-price and abnormally-low-offer calculator (decree 2-22-431, articles 43 and 44), a ten-sheet BPU, DQE and BPDE Excel template with automatic checks, and an administrative-dossier checklist (article 28). Guides explain the decree article by article, in French and Arabic. No registration is needed. The calculator and the checklist run in the browser. SPLITGLASS is not an official website.
