I can confidently state that IPv4 static dc proxies I've used from proxy-ipv4 service are likely the best I've tried thus far. Their speed is nearly identical to my home connection, which I was previously told was impossible. It's a pretty good service with server proxies. I buy IPv4 proxies here, and often in large packages. The quality is more than acceptable.
