The Oracle Cloud platform itself appears to be a kluge. The security is managed in 2 parts: First at the cloud platform level, then at the application level. This makes managing an application user difficult to manage. Then there is the issue with multiple pop-ups in the web browser. These pop-ups aren't notifications; they're a sequence of screens that you have to pass through on your way to the application. Finally, the customer service is awful. From my 5 years of experience working with Oracle, it seems that Oracle cycles Level 1 support technicians fresh out of the classroom with very little ability to work outside of a textbook script. Also, the API's aren't very mature, and batch processing contentions are easily encountered typically requiring only 1 batch process to run at a time regardless if the data flow direction (i.e., outbound vs. inbound vs. internal).
