The most helpful thing about the compliance manager is the Improvement actions. This system allows you to assess your current M365 setup and see how compliant and safe your data is. For items it cannot see have been completed, it will give you an action plan to resolve. So it helps people configure the system and even offers prompts and ideas on items that you may not even have been aware of. For those things that other systems handle (password complexity in Active Directory), you can update and add notes so others can see that it is covered. Review collected by and hosted on G2.com.

Like all Microsoft products, there's a lot there. It can be overwhelming. For companies with dedicated compliance teams, it meets the requirments, but for SMB's with people doing this as a part of broader duties, there is a learning curve and a lot of redundant stuff. I find it useful that you can catalog and track the compliance implemented within your organization. Additionally, I like that you can track who is storing, duplicating, or transmitting data out of your organization to other devices or networks.
