Inkscape has an excellent array of tools whether you are new or have experience with vector graphics. It will open almost any file, including files from other vector programs. Professionally, I use it to add the final touches to maps generated in ArcGIS. I use it to create layouts and edit images. Add to that the fact that it's a free program and it's an invaluable tool.
