I use MaxMind's GeoIP2 Lite in combination with the Advanced Ads Pro-Integration on my self-hosted WordPress. It's very easy to set-up and takes less than a minute to get Access to the API, and can be used immediately to limit Access to Ads (in my case) based on Country (some Advertisers only advertise locally, so it's easy to use MaxMind's API to limit Ads only to specific Regions). Actually nothing, and I don't know why someone always has to fill out this field. As I mentioned, going live takes less than a minute, the API updates every day and the integration (in my case with Advanced Ads) is set up within a minute or two. Review collected by and hosted on G2.com.
