Police departments, fire and EMS agencies, and municipal HR teams use it as the system of record for their people, holding performance, training, conduct, wellness, and equipment on one record instead of across five systems. Two firefighters founded the company in Wilmington, North Carolina in 2020, and the platform is shaped by how a department actually runs. Generic HR software tracks employment. Public safety software has to track readiness and then prove it. Essential Personnel keeps the evaluation, the task book, the counseling note, the critical incident, and the issued equipment against the same personnel record, so a chief can answer who is current, who is qualified, and what was documented without rebuilding it from spreadsheets and shared drives. Agencies usually bring it in to replace something specific. As fire department training software it tracks certifications, qualifications, task books, training events, and logbook hours, and as fire department training records software it keeps the source document attached to the record instead of in a folder. As police training software it does the same for mandated hours, instructor records, and in-service and range training. As field training officer software, or FTO software, it runs structured field training and recruit evaluations for both police and fire. As police performance evaluation software it applies a proprietary algorithm that normalizes for variance in supervisor grading, so a shift or a recruit class is genuinely comparable. As internal affairs software it handles complaints, use-of-force reports, vehicle and apparatus accidents, injuries, and case management. As an early intervention system for law enforcement it flags members against elevated-risk thresholds and shows the reason behind every flag. As policy management software for law enforcement and municipal HR it publishes policies, memos, and directives with version control and per-member acknowledgment tracking. The platform ships as four suites and 33 tools. Talent Management covers the org chart, roster, employee profiles, special teams and committees, career paths, evaluations, 360 feedback, score reports, awards, leader's notes, documents of record, certifications, task books, logbook hours, field training, and training events. Safety and Wellness covers incident tracking, case management, early intervention, wellness profiles, a wellness resource library, a safety directory, and analytics. Guidance covers policy, memo, and directive posting with version control and acknowledgment tracking. Equipment covers serialized inventory, consumables, forms and requests, assignment tracking, audit logs, and expiration notification. Pricing is published rather than quote-only: $175 per user per year for the Total Solution, or $20 to $85 per user per year by individual suite, plus a one-time $3,000 start-up fee. The platform runs entirely in AWS GovCloud (US) with fully isolated customer instances, maintains SOC 2 Type II annually, encrypts data at rest and in transit with FIPS 140-3 validated cryptography, and is aligned with the FBI CJIS Security Policy on controls built to NIST SP 800-53. Agencies buy direct or through GSA Advantage, NASPO, Omnia Partners, NCSA, and VSA. Essential Personnel is not a learning management system. It's the system of record for training, and departments run it alongside whatever course library they already use.
