All you have to do is monitor a specific metric of the app service such as a queue or CPU usage and it will scale up or down depending on the rules you set. **What do you dislike about Azure App Service?** Making permissions available to someone else to view logs or to deploy seems to be very difficult. It's definitely something to set up how you want from the beginning rather than changing later, but it is doable. One thing I don't like is that there is no guarantee of how long an app instance will take to spin up, so starting from 0 instances isn't really an option. Azure App Services deployment from Visual Studio or even directly from Portal is easy.
