Dans le sens traditionnel comme une base de données, du contenu dynamique, etc., alors c'est non ! Cloudflare propose un très bon service appelé Pages. Il hébergerait du contenu statique et également des applications Node JS. Les workers de Cloudflare pourraient être utilisés pour ajouter du contenu dynamique, mais c'est tout.

Pas vraiment. C'est une plateforme de DNS, CDN, protection et gestion de réseau. Bien qu'elle permette d'avoir quelques pages statiques simples.
