Transactions used to be a run of an integration workflow (recipe). I believe their pricing has moved away from this quite some time ago.

One transaction is consumed for every successful run of a job. A job can involve a single record or multiple records depending on how the user sets up the recipe. For example, if your recipe creates new customers in QuickBooks when there are new accounts in Salesforce, each completed run would consume a single transaction. Recipes can be complex with many triggers and actions, or simple with fewer actions.
