Anyone who needs its functionality. 
We use it because it can read any type of file, and then create reports or output files based on the data it read.
Things that are difficult to do in other languages are very easy to do in SAS. for example, creating a tabular report.
PROC TABULATE is extremely powerful, and that is only one example.
