Worth adding a distinction to your diversion question: the rate itself and the evidence behind it get audited very differently. A number is easy to produce and hard to defend without the downstream chain showing where material actually went, which is exactly the gap that Clean Earth&#39;s beneficial reuse documentation is built to close. For anyone reporting against a science-based framework, that traceability usually ends up mattering more than the headline percentage.
