&lt;p&gt;The hardest part of PAS modernization is usually preserving business logic and policy history while changing the underlying platform. I’d compare migration tooling, product-rule conversion, integration continuity, and support for phased or parallel operation before treating any system as a low-risk legacy replacement.&lt;/p&gt;
