Affinity designer is designed for vector illustration and affinity publysher for page layout such as catalogues, posters, business cards, etc.

Affinity Designer is more of a vector illustration and design application that works best for single-page designs. Affinity Publisher is a true desktop publication software that has tools for doing large-format, multi-page documents. 

I use Designer for logo design, single-page fliers, or illustrations.  I use Publisher for creating brochures, graphical multi-page reports, and newsletters.
