Elements is a version of Adobe Premiere, similar to MS Office Standard vs Pro. Adobe Premiere Pro (aka CC, or Creative Cloud) is the subscription-based professional version. Elements is the stripped-down version aimed toward home users, or people just getting started with the platform. It's a one-time purchase, rather than a subscription, which is a key factor in some users' choosing this version as opposed to the monthly subscription.
