We hear this question all the time so we wrote a blog article about it. https://www.globalmeet.com/blog/virtual-events/webcast-vs-webinar-uncovering-the-key-differences/

In practice, the words are used interchangeably but by strict definition a webcast is more of a larger web + broadcast and a webinar is usually a more intimate web + seminar.  GlobalMeet handles both!
