It really depends on what you're looking to do with the PO software.

Many accounting softwares and ERPs will have a module to create Purchase Orders, but you might be interested in automatically matching POs to invoices, or managing Blanket POs, or getting POs approved quickly. 

So asking a clearer question around the best Purchase Order software to help me do.... X .... will help you narrow the solution. Hope this helps.
