STAR CD is the old branding of the software when it was owned by CD-Adapco. Some people still refer to the current software as STAR or STAR CD or STAR-CCM+. Some researchers may be using the original software still and thats why the old name is still around, but unlikely.

That is not quite correct. STAR-CD is a totally independent code and the predecessor of Simcenter STAR-CCM+. It is not a rebrand. Simcenter STAR-CCM+ was written from the ground up by CD-adapco, starting long before the Siemens acquisition. The purpose was to write a multiphysics CFD code using modern programming technology, and enabling everything from CAD to results within one single environment.
