It is for your employees to report a suspicious email to your Email Protection Admins. The Knowbe4 can also identified them before the user sees them and mark them as Threat using some already built-in rules.

It is a tool within KnowBe4's Cloud Based System that you can access through your account name (it's not on the main dashboard).  This allows users to report what they suspect is an email that contains a PHISH.  This is done using the PAB (Phish Alert Button) that resides within Outlook.  The PhishER Dashboard let's you see what emails are reported, it allows you to create rules and actions based on KB4 AI of the email.  It also contains PhishRip, which removes the harmful attachments and links, then sends out the email to those who received it, and creates it as a test Phish.

The short answer is that PhishER a very powerful set of tools that allows an organization to respond to phishing threats reported by users. It's also nicely integrated with KnowBe4's training and phishing tests. The short answer doesn't do this justice, however, so see the KnowBe4 web page for more details.
