Jira is a project management tool, where you can create tickets for BUGS, FEATURES, Assign owners for each ticket and track the progress of development. The tool is very helpful in monitoring the overall progress of a project. It is even capable of showcasing the progress in pictorial representations like pie chart, Bar graph etc. It can also log work hours.

I would consider it like a work management tool.  It allows users to access information remotely, communicate, it has a ticketing system, as well ell as houses data.
