The three key points, in my opinion, are Strategy, Investment and Delivery.  
Your strategy will provide the direction your organisation is facing and wants to move.   Your investment choices will determine which steps you take along that path, which you prioritise and which you choose not to take.  Your Delivery engine will determine how successfully you convert your investments into outcomes. 

ServiceNow SPM provides a fantastic structure of services to achieve this.   

The Strategic Goal Framework service allows you to present your goals to your organisations, and track your success against targets.

The Idea and Demand Management services allow you to choose the best opportunity for investment, and build the details out in full to make the best possible decisions with your eyes wide open.
