# What are the highest rated telecom expense management (TEM) solutions for billing optimization and implementation?

<p class="elv-tracking-normal elv-text-default elv-font-figtree elv-text-base elv-leading-base elv-font-normal" elv="true">The highest-rated TEM platform is not automatically the one that will find the most money. Implementation matters because the platform cannot optimize invoices it fails to ingest correctly. G2 currently tracks 74 TEM products and more than 200 verified reviews. <a class="a a--md" elv="true" href="https://www.g2.com/categories/telecom-expense-management-tem-solutions">Tangoe</a> is one of the category's defining vendors, with automated invoice processing, contract optimization, dispute management, and inventory built around identifying waste across carriers and locations.</p><p class="elv-tracking-normal elv-text-default elv-font-figtree elv-text-base elv-leading-base elv-font-normal" elv="true">For evaluation, I would ask vendors to prove three things against a sample invoice set:</p><ol>
<li>how quickly they can normalize carrier data,</li>
<li>what errors they actually identify,</li>
<li>how much manual cleanup your team has to do first.</li>
</ol><p class="elv-tracking-normal elv-text-default elv-font-figtree elv-text-base elv-leading-base elv-font-normal" elv="true">Has anyone run two TEM vendors against the same carrier invoices before buying, and did they find the same savings?</p>

&lt;p&gt;I haven&#39;t come across a case where two vendors found the exact same savings on the same invoice set, mostly because each one seems to have its own strengths in what it catches, one might be sharper on contract term violations, another on duplicate charges or usage overages. That&#39;s actually the argument for the sample invoice test itself, since a single vendor&#39;s pitch about their savings history tells you less than watching two of them work the same real data and comparing what each one actually surfaces.&lt;/p&gt;
