&lt;p&gt;Agreed that specialized EBS expertise is not something either review base can settle, and your probes are the right ones. What I would focus on more is the specific delivery pod rather than the firm. On comparable cost, since neither publishes rates, the only real test is a like-for-like RFP with identical scope and assumptions, otherwise you are comparing two bespoke numbers built on different premises.&lt;/p&gt;
