There is a free version of Cisco Webex that provides basic meeting capabilities, but for more advanced features, larger meetings, and business-oriented communication needs, users typically need to subscribe to one of the paid plans.

WebEx calling has different options the Basic is free you can call anyone with a WebEx account. 
Call is $ 17.00 per license Call anyone with a WebEx account, Call any telephone number, Unlimited local and domestic long-distance calling, International long-distance calling (billed per minute), Phone Menu (Auto Attendant), Extensions, and Visual voicemail. 
Enterprise s a minimum of 100 licenses Call anyone with a WebEx account, Call any telephone number, Unlimited local and domestic long-distance calling, International long-distance calling (billed per minute), Phone Menu (Auto Attendant), Extensions, Visual voicemail, Call recording, Developer tools, and WebEx Go
