No. MadCap Flare is only available as a desktop application. However, MadCap Central has some of Flare's features and each year MadCap makes more features available in the cloud version (Central).

MadCap Flare is not cloud-based per se. However, MadCap Central recently enabled cloud-based authoring that syncs up with Flare. Here's the link to their documentation about it: https://documentation.madcapsoftware.com/central/Content/Central/Introduction/Whats-New/Whats-New-Authoring.htm.
