Not sure if you're referring to the knowbe4.com domain, or the company as a whole, but in either case the answer is yes. 

KnowBe4 occasionally will send out fake phishing emails as part of tests initiated by their customers, so links going to knowbe4.com are technically safe but will result in failing a phishing test sent by your IT department. 

As a company, yes, they are legitimate. KnowBe4 is a publicly traded company listed on the NASDAQ (KNBE) and some of their executive staff (Roger Grimes, Kevin Mitnick, etc.) are well-known and respected in the CyberSec space.
