&lt;p&gt;Hi, it tends to be up to 10 users for free (especially so for add-ons), any additional licenses required will require a subscription &lt;/p&gt;

It is free for 10 users or fewer. Then there is a monthly cost.

JIRA is free up to 10 users, 2GB of storage. However, they do offer paid plans for more users and storage if need.
