The short answer is yes. The long answer, which is more of a question for you, is what does API Gateway mean to you? If it means creating a proxy through which you access your APIs, while providing load balancing, rate limiting, logging, metrics, authentication, and path-based routing...then HAProxy fits the bill perfectly.
