Craft CMS is not fully open source, but it is based on open-source technologies and is distributed under its own license. This means:

The source code is publicly viewable. You can view the code on GitHub and even suggest changes.

You cannot freely modify and redistribute the code. You need a license to use Craft CMS in a project.

There is a free version for personal use. However, this version is limited and not suitable for most commercial projects.

Craft CMS therefore offers a mix of open source principles and a commercial licensing model.
