Microsoft provides a lifetime free offer for Azure SQL Database:​
-Up to 10 serverless databases per Azure subscription.
-Each database includes:​
      100,000 vCore seconds of compute per month.​
      32 GB of data storage.​
      32 GB of backup storage.​
Azure also provides free tiers for other database services:​
Azure Database for MySQL: 750 hours of Flexible Server—Burstable B1MS Instance, 32 GB storage .​
Azure SQL Managed Instance: One instance per subscription with 720 vCore hours monthly and 64 GB of data storage
