Yes, you would need it for the following reasons:
1  - PLM&#39;s usually do not have the notion of Inventory Organizations where the items need to be enabled and Bills of Materials and sourcing rules are maintained.  TPM while integrating with the PLM (PDX) enables that additional capability.
2 - ERP users who maintain master data usually do not maintain data in PLM&#39;s which are used by product engineers
3 - PLM&#39;s do not have capability for Routings, resources, and costs
