Try to find a few champions who will be required (and are willing) to post more frequently and monitor the discussions to add comments. We had some power users who would do this and help drive discussions. People like seeing engagement.

Use polls, weekly themes, and hashtags to encourage interaction, and be consistent with your posts to keep the momentum going.
