Well,
With Foxit reader, you can edit components such as comments, typewriter-added texts, textboxes-added texts, and every other item put on the document through the comments.
But for thorough editing, you'll need to consider subscribing to one of Foxit's tiers or owning the software through a one-time purchase.

N.B: if you go by the latter route, make sure to include purchase protection to be illegible to upgrades, lest you have to purchase a new license should you wish to upgrade to a subsequent software major update, say From Foxit Editor or Editor Pro 12. x to Foxit Editor or Editor Pro 13. x
